RALEIGH, NC (WECT) - A Pender County man became just the second person in the state to collect the top prize in a new scratch-off game offered by the North Carolina Education Lottery.

Rob Ballard of Hampstead purchased the lucky $5 ticket for Monopoly Frenzy at Sloop Point Country Store in Hampstead, according to lottery officials.

Ballard, who picked up his winnings at lottery headquarters in Raleigh, took home $141,501 after state and federal taxes.

Two more top prizes remain for Monopoly Frenzy.
