WILMINGTON -- The city must stop issuing some building permits because of its sewer woes, the state division of water quality says.
The ban comes even as the city spends millions to expand and refurbish its waste treatment system.
The state says the city can't issue permits in the area serviced by the leak-prone Northeast Interceptor sewer line.
It's "inappropriate" for the city to issue permits for new homes and businesses when the sewer system is so unreliable, the state agency says.
