Chances of Lottery Dead This Year

AUGUST 24, 2005 -- It appears the odds for a state lottery are decreasing by the hour.

North Carolina remains the only East Coast state without a lottery because of a decision by state Senate leaders early Wednesday morning.

The top Democrats in the Senate saw an opportunity to squeeze a lottery bill through, but it would have required a complicated parliamentary maneuver that was certain to anger Republicans. The Democrats backed off and, barring a surprise, the lottery is dead for this year.
