The North Carolina State Senate passed their version of the budget. It includes provisions for a state lottery and an increase in the cigarette tax. Supporters say it includes more money for education and economic development. Critics say it includes too many pet projects and tax increases.
Governor Mike Easley has criticized the cuts to Medicaid. The state house has to approve their version of the budget. North Carolina State House leaders say there may be significant differences.
