Deputies: NHC man offered to reduce community service in exchange for sex

NEW HANOVER COUNTY, NC (WECT) - The commander of American Legion Post 10 was arrested by New Hanover County detectives for allegedly propositioning women who were performing community service.

State officials alerted New Hanover County detectives after receiving numerous complaints in reference to 64-year-old David Hartley.

Hartley serves as the commander of American Legion Post 10 and supervises people on probation who are performing community service.

The complaints alleged Hartley sought out females probationers and offered them a reduction in the number of hours they needed to serve in exchange for sex.

An undercover operation was performed by Vice and Narcotics detectives which resulted in Hartley's arrest.

Hartley was charged with obtaining property by false pretense and obstruction of justice.
