(RNN) - The Islamic State militant group released a video Tuesday it claimed shows the beheading of American journalist Steven Sotloff.

The two-minute video, entitled A Second Message to America, shows the captured 31-year-old reporter saying he is "paying the price" for U.S. intervention in Iraq, according to CNN. The masked man beside him speaks in English directly to President Barack Obama, warning him that if missiles continue to strike against Islamic State efforts, "our knife will continue to strike the necks of your people."

The terrorists warned other governments against being a part of an "evil alliance of America against the Islamic State." They also threatened the life of another hostage, David Haines of Great Britain, and showed they had him in their possession.

A Sotloff family spokesman said they were made aware of the video and are grieving, according to the Associated Press.

Information on the video originated from the SITE intelligence monitoring service. White House Press Secretary Josh Earnest said he had not seen a report on Sotloff when asked during a news conference.

"Our thoughts and prayers first and foremost are with Mr. Sotloff's family, and those who worked with him," Earnest said. "The United States has dedicated significant time and resources to trying to rescue Mr. Sotloff.”

If it is accurate, it would be the second American the group has killed. Islamic State released a video Aug. 19 showing photojournalist James Foley's beheading. In both, the militant spoke with a British accent, but it has not been confirmed it was the same man. Both Sotloff and Foley were wearing orange clothes while the militant wore black.

The terrorist group, also called ISIS or ISIL, had shown Sotloff alive in the same footage they released of Foley's killing.

Sotloff went missing in August 2013 while reporting in Syria. The Miami native had covered other parts of the Middle East including Egypt, Turkey, Libya and Bahrain and worked for publications including Time and Foreign Policy Magazine.

Sotloff's mother, Shirley Sotloff, recently released a video pleading to Islamic State for her son's safe return.

The U.S. began airstrikes in Iraq in early August, the first they had done since ending combat missions in 2011, in an effort to combat Islamic State movements in the country. More than 120 missiles have been fired.

The extremist group has captured land in Syria and Iraq and declared itself a caliphate, or a political-religious state.
