(CNN) - Russian President Vladimir Putin is publicly supporting a ceasefire plan in eastern Ukraine.

Putin said the plan, proposed by the Ukrainian president, should not be presented as an ultimatum to militants.

He said a ceasefire should be used to begin real negotiations and political compromises between opposing parties.

In the meantime, Putin has put troops in central Russia on "full combat alert."

He's also ordered military drills be continued.
