BURGAW, NC (WECT) - A mother in Burgaw said police were over-aggressive with her mentally ill daughter.  The incident began after officers responded to a disturbance Sunday afternoon.

Burgaw Police said they were met with a crowd who became aggressive and threw rocks at them. They attempted to disperse the crowd and detained one individual.

An onlooker recorded the incident with her phone and the video shows officers detaining Jasmine Bonds while onlookers scream, "She's having a seizure!"

Jasmine's mother said her daughter is mentally ill and has a history of seizures. She said police would not release her for medical attention.

"Even though they did not know her condition, they took it too far, it was wrong," said a friend of Bonds.

Thursday, Burgaw Police responded saying they believe their officers on the scene followed protocol. They wouldn't say any more because the riot is still under investigation.

"Right now, it is still an ongoing investigation so we don't want to reveal to much," said Major Lisa Fields with the Burgaw Police Department. "We followed protocol, our officers followed protocol, when they called EMS we cant make them respond any faster."

Major Fields says no Burgaw officer is under investigation at this time.

Two people were charged as a result of the incident, Bonds faces charges for resisting an officer and impeding the flow of traffic.

Marquis Dashaun Jackson was charged with Misdemeanor Inciting to Riot.

A release from the Burgaw Police Department said it was reported that a firearm and baseball bats were being used in the assault. Several items were located and seized but no firearm was found.
