Dash cam video reveals what happened during controversial traffic stop in Columbus Co.

COLUMBUS COUNTY, NC (WECT) - Dash camera video has been released from a controversial traffic stop in Columbus County earlier this year.

On Monday Columbus County Sheriff Chris Batten said the SBI and District Attorney determined Scott Collins did nothing wrong when he arrested Brandon Hamer in September, but the 25-year-old's family disagrees. They believe Collins used excessive force when he arrested Hamer. 

Now that the investigation is over, Sheriff Batten says his department can finally release evidence SBI agents used during their investigation. Tuesday, we got a copy of dash cam video from that traffic stop, and it has many people talking. 

The traffic stop happened outside of Chadbourn on September 15. That's when Scott Collins pulled over an SUV. Deputies say, Brandon Hamer was a passenger in the vehicle. He was on the left hand side in the backseat.

According to investigators, things started out on the wrong foot. They say while Collins was scoping out the SUV, Hamer was fidgeting with something and Collins had to tell him to stop. 

Minutes later an officer from the Chadbourn Police Department showed up to assist Collins.

Deputies say once Hamer got out of the vehicle, Collins searched him and discovered he had a gun. Moments after that, the officer from Chadbourn took Hamer off to the side where he was handcuffed. Seconds later Hamer ran, and Collins and the Chadbourn police officer chased him.

Once Hamer was caught, Collins is seen walking beside him on the left side of the video. According to deputies, less than 40 seconds later, Hamer somehow gets out of the handcuffs and runs again.

Collins takes off after him and that's when investigators say the altercation happened. You can't see the confrontation from the dash cam and sound is muffled, but you can hear a winded Collins talking over the radio, saying he can't breathe.

Hamer's father, Rodney Singletary, said he has no comment since he has not heard from the SBI, DA's office, or anyone from the sheriff's department about the investigation being over.

Singletary also said he has not seen the dash cam video yet.
