Investigation launched into payroll practices at Carolina Beach Police Department

CAROLINA BEACH, NC (WECT) - New information is emerging about potential problems within the Carolina Beach Police Department.

We've learned that Interim Town Manager Bruce Shell has tasked a former colleague from New Hanover County's HR department to come in and investigate after concerns were raised about payroll and time sheets. No specifics were given as to what prompted the internal investigation.

We're told that the investigative report was supposed to be completed by this week, though nothing has been released at this point.

The town announced Wednesday that Chief Kurt Bartley would be retiring next week and using his remaining time with the town to focus on rewriting the police department's standard operating procedure manual.

The Town also announced Wednesday that Police Sergeant Chris Chafin has been placed on unpaid administrative leave pending his time to appeal a personnel decision. Sources report that his leave followed an accident involving a Carolina Beach Police cruiser. So far, the Town has not returned phone calls for comments on this issue.

This isn't the first that Shell, formerly the county manager, has hired a former New Hanover County employee to work at the beach. In March, Shell hired former New Hanover County Assistant County Manager Andre Mallette as a consultant to fill the void left after Carolina Beach's HR head resigned. Mayor Bob Lewis said at the time that Mallette would be paid $35 an hour.
