WILMINGTON, NC (WECT) – The public will get a chance to speak for or against Titan America's proposal to revise its air quality permit for a cement plant in New Hanover County.
North Carolina Division of Air Quality has scheduled a public hearing for August 5th, from 6-10pm, in Kenan Auditorium on the UNCW campus.
Titan America, and its subsidiary Carolinas Cement Company, has applied to modify its permit for a proposed cement manufacturing plant in Castle Hayne. According to an email news release, the state Division of Air Quality has prepared a revised draft permit that sets limits for all applicable air quality standards for the proposed facility.
Citizens will be able to comment on the revisions on the draft air permit. According to the DAQ release, people who wish to speak at the hearing should plan to limit their time to three minutes or less. The hearing officer will have the discretion to further limit speaking times to accommodate the number of speakers and time constraints.
The Division of Air Quality issued an air permit for the proposed cement plant in February 2012, after conducting three public hearings and reviewing thousands of public comments during the previous two years. Titan America has applied for an 18-month extension because the company is not ready to start construction.
The application also seeks to review the permit's limits for particulate emissions to make them consistent with recent changes in federal regulations dealing with cement plants. Under the draft permit, Titan would be allowed to increase its annual emissions of fine particles (PM 2.5) by 22 tons/year and coarse particles (PM 10) by 10 tons/year.
The Division of Air Quality also will accept written comments emailed or postmarked no later than Aug. 9.
