NEW HANOVER COUNTY, NC (WECT) – New Hanover County Commissioners will vote Monday night on a settlement for the family of Gladwyn Russ who was stunned by a Taser at his father's funeral last year.
Russ was approached by two plain-clothed deputies with the New Hanover County Sheriff's Office and arrested while loading his father's coffin in February 2012.
Russ was wanted for communicating threats in 2008. Deputies tried for months to serve him with a warrant and ultimately connected with Russ while he was making arrangements for his father's funeral.
Russ had made arrangements with the Sheriff's Office to turn himself in after the funeral, but a miscommunication inside the department led to the incident.
The county will be paying to $80,000 to the mother and sister of Russ who were also arrested in the parking lot of the funeral. The family is claiming emotional distress as a result of the incident.
New Hanover County's insurance company made the decision to resolve the matter by payments instead of waiting for a jury trial at the federal level.
New Hanover County Commissioners will meet Monday night at 6:00.
