Second police officer resigns after internal WPD investigation

WILMINGTON, NC (WECT) - A second police officer who has been linked to the botched undercover prostitution sting last year has resigned, according to the Wilmington Police Department.

While the WPD has never confirmed specific names of the officers involved, they have said three officers were disciplined in February.

Officer Andy Lazzaro was demoted from Corporal to Officer in February. WPD officials indicate he resigned earlier this week.

Will Richards and JP Fitzgerald were also disciplined in the month of February.  All three were assigned to the Special Operations unit during that time.

On February 13th, Sgt. Richards was suspended for one week for policy violations, although the WPD did not elaborate on which policy or policies he violated. On the same day, Sgt. Fitzgerald was demoted from Sergeant to Corporal and transferred. Fitzgerald later resigned.

The WPD announced in February that some officers acted outside of acceptable standards for use of alcohol in an undercover sting, but did not break the law. Chief Ralph Evangelous restructured the narcotics unit after the internal investigation.

The SBI has agreed to investigate the botched sting to see if there was any possible criminal activity.
