WILMINGTON, NC (WECT) – A pedestrian hit by a vehicle Monday morning around 5:15 has died.
According to the NC Highway Patrol, Ralphael Miguel Torres, 25, was walking in the middle of the right hand lane of Carolina Beach Road near Arch Mill Way when he was hit.
Torres was taken to the hospital with life-threatening injuries, where he later died.
NC Highway Patrol said no charges will be filed against the driver, Robert Rigsby of Wilmington. Troopers said it was dark and foggy so Rigsby was unable to see Torres in the road.
The car was traveling at 45 mph when Torres was hit.
