The first part of the project will be in front of the Federal Courthouse, which is already a popular spot for events.
The design calls for some new trees, a fountain and some extended space.
The Coast Guard Cutter Diligence could cause some problems in the second phase if the vessel is still active in the area.
While Laura Padget has spoken up for green space in downtown Wilmington before, this time she says the Diligence is a priority.
"It's one really unique feature of Wilmington waterfront and something that we not only want here, but should make every effort to keep a Coast Guard vessel docked here," said Padget. "It's something people don't see every day, they don't see it everywhere."
Padget and the rest of council will consider a $500,000 grant to help with the estimated $2.8 million project during their meeting Tuesday night.
