NEW HANOVER COUNTY, NC (WECT) - A former New Hanover County sheriff's deputy made his first appearance in court Tuesday on two felony charges.

A judge approved Harold Fletcher's request for a court-appointed attorney, but denied the motion for a reduced bond, according to Sgt. Jerry Brewer, a spokesperson for the Sheriff's Office.

On December 3, the sheriff's office received a criminal complaint in reference to Fletcher, 37 years old. That information was turned over to the State Bureau of Investigation.

Monday, the SBI charged Fletcher with one count of secret peeping and one count of indecent liberties with a minor. No details were given about the nature of the incidents.

According to arrest warrants, Fletcher "secretly used and installed a device used to create a photographic image with the intent to capture the image of another without the persons consent and for the purpose of arousing or gratifying the sexual desire of any person."

The arrest warrants also say there is also probable cause to believe that he did take and attempt to take indecent liberties with a minor child under the age of 16.

Fletcher has been terminated from the New Hanover County Sheriff's Office. A news release sent out Monday night indicates Fletcher is being held on a $15,000 bond. However, the neighboring Brunswick County Jail website indicates Fletcher is being held in that county on no bond.

He had worked for the sheriff's office since 2007.
