Seat-belt violation results in arrest of two men for marijuana possession

BLADEN COUNTY, NC (WECT) – Two 21-year-old men were arrested after police found seven individual bags of marijuana under the console of a vehicle on Tuesday morning.

An Elizabethtown Police officer was on patrol near S. Poplar and King Streets at approximately 12:55 a.m. when he pulled a 1996 Buick Regal over for a seat-belt violation. According to Police Chief Robert Kinlaw, the officer smelled marijuana and searched the vehicle.

He reportedly located marijuana, two smoking pipes and a grinder.

Anthony Frank Wilkins, of 1302 N.C. Hwy. 53 West in Elizabethtown, was charged with:

  • Felony possession with the intent to sell or deliver marijuana
  • Felony manufacturing of marijuana
  • Felony maintaining a vehicle for keeping or selling marijuana
  • Possession of drug paraphernalia

Samuel Louis Speciale III, of 2910 Lambrusco Place in Fayetteville, was charged with:

  • Felony possession with the intent to sell or deliver marijuana
  • Felony manufacturing of marijuana
  • Felony maintaining a vehicle for keeping or selling marijuana
  • Possession of drug paraphernalia
  • Citation for seat-belt violation

Wilkins was released on a $4,500 secured bond and Speciale was released on a $5,500 secured bond.
