The Domestic Violence Shelter in Wilmington is starting a new program to educate area residents about a crime that often goes unpunished..
The shelter is calling it the Delta Project saying "Delta" means change and that's the goal of the effort.
At an event at the Open Gate Shelter today leaders of the program explained how they hope to change the behaviors of abusers and victims and the attitudes of people who may come in contact with domestic violence.
Wilmington is one of four communities in North Carolina to participate in this initiative.
