PORTLAND, OR (KGW/CNN) - An Oregon man's drunken decision to urinate in a reservoir forced a city to take a key water supply off-line.

"Somebody did something really stupid," Portland water bureau's David Shaff said.

Surveillance video shows 21-year-old Joshua Seater unzipping his pants, and then urinating in reservoir No. 1 of the Mt. Tabor reservoir Wednesday morning.

"I had a pleasant buzz; I should have known better," Seater said.

Shaff said security shut down the reservoir as soon as they spotted Seater.

By daylight, the water bureau decided to drain 8 million gallons of water, costing more than $32,000.

"More likely than not, a tiny bit of urine in 8 million gallons of water isn't going to hurt anybody," Shaff said. "In this one, I guess I'm responding in part to the yuck factor."

Seater, who may face misdemeanor charges and fines, said he would pay for the clean-up if he had a job.

"I'm willing to do community service to clean-up the place because I feel bad and feel pretty stupid," Seater said.

Last month the Portland city council approved an $80 million contract to build an underground tank reservoir to replace the open air storage at Mount Tabor.

The 50 million gallon tank will help prevent incidents like this from happening.
