The Wilmington City Council has approved a measure that will make more downtown parking spaces off-limits. A new parking permit program is being established around the area near Ann Street, South Second Street, and Orange Street. Residents in the Historic District hope the program will keep spaces open for them during the daytime hours. Officials say the idea is to keep spaces free for both residents, and visitors near the community art center.
