Samuel S Spicer MD, MMM, has served as the Vice President of Medical Affairs for New Hanover Regional Medical Center since Jan 2005. He has been practicing Emergency Medicine since 1979 and is board certified in both Emergency Medicine and Family Practice.

In 1999 Dr Spicer co-founded the NC Emergency Department Database that now collects real-time information from 103 hospitals as the state public health  NC- DETECT program.

As an active member of NHRMC medical staff for the last 17 years, he led his emergency physician group expand from 11 physicians at 1 hospital to 22 physicians covering 3 hospitals.  He served as medical director or president of the group from 1992 to 2001. As Medical Director of Informatics and Outcomes for NHRMC in 2004, he led the installation of PACS and remote physician portal access. In May of 2005 he completed a Masters of Medical Management from Tulane University. In 1976 he was awarded a doctorate of Medicine from the Medical University of South Carolina.
